VISVX Vanguard Small-cap Value does. I don't know about other small-cap value funds.

They all do. When I looked them up last time (from semi-annual reports on SEC's EDGAR site), Vanguard Small Value fund had 14%, iShares S&P 600 Value ETF had 7%, iShares Russell 2000 Value ETF had 9%.

So if one only wants 10-15% REIT exposure, they can do it with this fund only, and forego a separate REIT fund, correct?

Take the VG SCV for example - if your total portfolio allocation was 100% SCV from Vanguard - roughly 15% in REIT's for total portfolio. Not a very diversified portfolio, eh? No international, no bonds and so on....

Hence, utilize REIT index with other asset classes (including the SCV if you are so inclined). Then rebalance portfolio but take into consideration potential tax consequences.
